Tax Planning:
What Can Tax Practitioners Do Today

Mr. Whitlock joined the Office of Professional Responsibility in May, 2003. The Office of Professional Responsibility administers the IRS regulations governing the practice of attorneys, CPAs, enrolled agents, and enrolled actuaries, as set out in Treasury Circular 230. This includes administering the enrolled agent examination, acting on applications to become an enrolled agent, and disciplining practitioners for misconduct described in Circular 230.

Mr. Whitlock previously served as the Director of the Commissioner's Complaint Processing and Analysis Group. That organization responds to a wide range of issues raised by and about IRS employees, including allegations of violations of taxpayer rights under Section 1203 of the IRS Restructuring and Reform Act of 1998. Prior to joining the IRS in 1999, Mr. Whitlock had a series of positions at the Department of Defense. These included attorney positions in the Air Force and Defense General Counsel offices, and executive positions in the Office of Inspector General. Mr. Whitlock earned a Bachelor of Arts degree in Political Science from Auburn University, a Juris Doctor degree from Catholic University, and a Masters in Business Administration degree from George Mason University.
