Richard E. Trogolo assumed his current position of Associate Area Counsel (LMSB) when the Large & Mid-Size Business Division Counsel for IRS was established, in October 2000. He supervises attorneys engaged primarily in tax litigation and "Large Case" examination advisory work involving Coordinated Industry Cases (CIC) and International taxpayers in southern Ohio, Indiana, and Kentucky. Mr. Trogolo has field responsibility for providing nationwide Counsel support and assistance to IRS technical advisors specializing in Ground Transportation (railroads and trucking) industry issues and for technical advisors specializing in Change in Accounting Methods.

While working for IRS Chief Counsel, Mr. Trogolo has served in a variety of litigation and management positions. He began his career as a trial attorney in Tax Litigation Division in Washington, D.C. Subsequently, he was selected as one of 17 Special Trial Attorneys (STAs) to handle the most difficult and complex cases arising anywhere in the country. After serving as an STA for several years, Mr. Trogolo was selected as Deputy Regional Counsel for Tax Litigation. Thereafter, he was promoted into the Senior Executive Service as District Counsel with head of office responsibilities for the IRS Cincinnati District Counsel Office and, subsequently, for the IRS Ohio District Counsel Office.

Mr. Trogolo received his B.S. from the College of Education at the University of Maryland, and his J.D. from Catholic University's Columbus School of Law School, where he was the Editor-in-Chief of the Law Review. During a four year tour on active duty in the USAF (JAG), Mr. Trogolo was a prosecuting attorney, defense counsel, and a Military Judge. Currently, Mr. Trogolo is an Adjunct Professor in the Graduate Tax Program at Capital University Law School in Columbus, Ohio.
