
Captain of the Oakland, California Police Department Delivers Lecture on Racial ProfilingRonald L. Davis, Captain of the Oakland, California Police Department will deliver a lecture titled, "Racial Profiling: A Symptom of Bias-Based Policing." The lecture will take place at Capital University Law School on Tuesday, Jan. 21, 2003 from 12:15 - 1:30 p.m. in Room 245. Captain Davis' lecture will address the origin, causes and impact of racial profiling, and identify essential strategies to eliminate racial profiling. Captain Davis has over 17 years of experience in most aspects of police management. He is the former Region VI Vice President of the National Organization of Black Law Enforcement Executives (NOBLE) and the current chair of the NOBLE National Task Force on Racial Profiling. He is also a member of the Race Relations Committee of the National Commission on Police Integrity. Captain Davis is a member of the Federal Monitoring Team responsible for oversight of the Memorandum of Agreement (regarding police reform in the area of use of force) between the Washington, DC, Metropolitan Police Department (MPD) and the United States Department of Justice. He is also a Senior Advisor to the Police Assessment Resource Center (PARC) in which he serves as a police practices expert, researcher and technical advisor to the monitor for the Los Angeles Sheriff's Department. Captain Davis has served as a subject matter expert for the United States Attorney General, the United States Department of Justice, the United States Attorneys' Office, the National Conference of State Legislatures, the American Civil Liberties Union (ACLU) and the National Association for the Advancement of Colored People (NAACP) on issues ranging from racial profiling and discrimination to minority officer recruitment, retention and promotions. Captain Davis has also advised members of the United States Senate and House of Representatives on bias-based policing and testified as an expert at the United States Senate Judiciary Subcommittee hearings on racial profiling and the Congressional Black Caucus hearings on police misconduct. He developed the first Bias-Based Policing training course in the country, which he has provided in fourteen states to over 4,000 police officials. He has advised numerous cities and law enforcement agencies across the country on racial profiling policy development and traffic stop data collection methodology and analysis. Captain Davis is the author of the article "Bias-based Policing," the NOBLE Report on Racial Profiling and the article, "Racial Profiling: What Does the Data Mean?" He has been cited in hundreds of news articles, featured in the Associated Press and appeared in the May 2001 issue of Jet Magazine regarding racial tension in American cities. He has also appeared on Black Entertainment Television (BET), Court TV, C-SPAN, CNN and ABC Nightline. -end- |
