Capital University Law School to Host U.N.-Sponsored Conference on Peacekeeping & the Law

Examining the politics of peacekeeping, exploring the minds of terrorists and reviewing the lessons of a turbulent year in international relations all are topics on the agenda at the 2002 United Nations International Humanitarian Law Conference at Capital University Law School, to be held Wednesday, June 26, through Saturday, June 29, 2002. This year's conference will feature keynote addresses by Len Hawley, former U.S. deputy assistant secretary of State, and Frank L. Jones, former deputy assistant secretary of Defense for Special Operations Policy and Support.

The conference, now in its fourth year, will focus on the training of international peacekeepers and is being presented in collaboration with The Center of Excellence in Disaster Management and Humanitarian Assistance in Honolulu, Hawaii, and Capital Law School. The Law School is located at 303 E. Broad St. in downtown Columbus.

"Capital Law School is pleased to again host this important United Nations conference," said Dean Steven C. Bahls. "Given the current world events, this focus on international peacekeeping and humanitarian law is critical."

Hawley directed U.S. State Department foreign policy engagement and political-military preparations for responses to regional crises that called for United Nations peacekeepers to help move nations and regions from military confrontation to political stability. Prior to coming to the State Department in May 1999, he served on the National Security Council staff where he coordinated U.S. political-military planning activities. Hawley also acted as deputy assistant secretary for Peacekeeping and Humanitarian Assistance within the Office of the Secretary of Defense. Prior to this assignment, he served on the Joint Staff as chief of the Strategic Plans and Program Priorities Division.

Before his present assignment, Jones served as principal director for Drug Enforcement Policy and Support. He also was the principal director for Peacekeeping and Humanitarian Assistance from 1997 to 1999.
Jones' career also includes assignments with the Office of the Assistant Secretary of Defense for Strategy and Requirements; Headquarters, USAF; Headquarters, Department of the Army; Air Force Systems Command; Air Force Logistics Command; and U.S. Army Materiel Command. Jones served four years in the U.S. Army as a commissioned officer and is a faculty member of the U.S. Army War College.

Col. Frank A. Titus is a judge advocate in the Ohio Air National Guard and of counsel at Taft, Stettinius and Hollister, and was instrumental in bringing the conference to Columbus. Titus is a 1979 graduate of Capital University Law School and is an instructor of international humanitarian law in various training programs sponsored by the U.N. Peacekeeping Organization for regional peacekeeping military forces. Titus has trained military personnel from more than 40 countries during assignments in Jamaica, Canada and Romania. He is an adjunct faculty member at the Lester B. Pearson Canadian International Peacekeeping Centre in Nova Scotia and at the Center of Excellence in Disaster Management and Humanitarian Assistance in Hawaii.

An opening reception for attendees and invited guests will be held at the Athletic Club of Columbus, 136 E. Broad St., on Tuesday, June 25, from 5:30 - 7:30 p.m.
