
Faculty BiosMichael R. Moran
Professor Moran is a recognized authority in the field of Administrative Law, currently serving as Chairman of the Ohio State Bar Association’s Administrative Agency Law Specialty Board. He has served by appointment as an Administrative Law Hearing Examiner (ALJ) for several state and local regulatory agencies. He is a co-author of West’s Ohio Administrative Law Handbook & Agency Directory, 1995-2008 editions and a past Chairman of the OSBA Administrative Law Committee. In 2005, he was recognized by his peers as an Ohio Super Lawyer – Rising Star in the field of administrative law by Cincinnati and Washington Law & Politics magazines. He is also commissioned as a Lieutenant Colonel in the Judge Advocate General Corps of the Ohio Military Reserve, where he is assigned as a Deputy Inspector General. He is a graduate of the Naval Inspector General (IG) School at the Washington Navy Yard, the U.S. Army Advanced Military Police Branch Orientation Course, and the U.S. Department of Defense Combatant Command & Joint Inspector General Course at the U.S. Army Inspector General School, Fort Belvoir, Virginia. Professor Moran is well-known in the fields of administrative law, occupational and professional licensing, health law and regulatory law, speaking before national groups such as the Federation of Associations of Regulatory Boards, the Federation of State Boards of Physical Therapy, the Federation of Chiropractic Licensing Boards, and the National Council of State Boards of Nursing. He is experienced in civil and criminal trial advocacy and in the field of law enforcement and private security training. He is certified as an instructor by the Ohio Peace Officer Training Commission, the Utah Commissioner of Public Safety and the Tennessee Department of Safety. As a certified NRA Firearms Training Counselor & Instructor, he has developed an expertise which includes firearms and Second Amendment law. In 2005, Professor Moran was elected as a “public member” Director on the Board of Directors of the Council on Chiropractic Education, the specialized accrediting body recognized by the U.S. Secretary of Education to accredit doctor of chiropractic degree programs and institutions. |
